The Oscar Fish is a tropical cichlid native to the Amazonian basin region of South America. It can be found in regions ranging from the upper Amazon, down to the Rio Tocantins. The Oscar can also be found living naturally in Surinam and French Guyana. Due to its colouration it's sometimes known as the marble or velvet cichlid, however I doubt whether you will find it being sold under these names. The Oscar has the potential to exceed 14 inches in length and weigh up to 3lb in weight.  However, expect an aquarium housed Oscar to reach sizes of around 11-12 inches.There are various different varieties of Oscars that you can buy in fish stores nowadays. All of these different strains of Oscar are a distant relative of the original wild Oscar which is native to the Amazon basin in South America. Common varieties of Oscar include red, Tiger and albino. Over the years these have all been interbred to create crossbreeds such as red tiger, albino tiger and so on. You will not find any of these varieties of Oscars in their native wild environment.
Leucistic Oscars are likely all white, and will have normal eye coloration. Leucistic Oscars are exceedingly rare. It is possible for a Leucistic Oscar to be partially white, with irregular splotches of normal coloration. But these “splotches” would be more than the orange and red colors we normally attribute to Albino or Lutino Oscars, including the darker colors normal for Oscars. While I have never witnessed the pibald effect in an Oscar, I am aware of its existence in convicts, Angelfish, and other cichlids. It is also possible for a Leucistic Oscar to retain very faded orange and red coloration.
